Anders Hellman matters because he is one of the few people in the setting who can explain exactly what Arasaka was trying to make the Relic do.
He is not the inventor of Soulkiller and he is not the architect of Mikoshi. Hellman's place in the chain comes later. He is the neural-network specialist and senior Arasaka engineer who becomes the project supervisor for Relic 2.0: the attempt to move an engram from storage and communication into a new organic host.
The surviving prototype specification carries his name, his project code and Saburo Arasaka's approval. That document is effectively the blueprint for the part of Arasaka's immortality programme that V accidentally becomes trapped inside.
Before the prototype: Hellman inside Arasaka
Hellman is described as an expert in neural networks with successful patents to his name and as one of the important scientific figures inside Arasaka's development apparatus.
That position matters. Relic 2.0 is not a side experiment being run by a lone engineer. The internal specification identifies Hellman as Project Supervisor and Saburo Arasaka as the approving authority. The project sits directly inside Arasaka's highest-level research on engrams, personality constructs and biological re-instantiation.
By 2077 Hellman also knows enough about the prototype and its theft to alert Saburo. His value to V is therefore much larger than “scientist who worked on the chip.” He understands the intended architecture, its failure modes and the gap between what the prototype was designed to do and what is happening inside V.
The blueprints he steals
When Hellman breaks with Arasaka, he does not leave empty-handed.
The RELIC 2.0 Prototype Specifications shard is described as an internal report prepared by Hellman. He takes the report and the Relic blueprints with him while trying to move to Kang Tao. That makes his defection both a personnel loss and an enormous corporate-intelligence breach.

Those details matter because they place Relic 2.0 directly on top of the Soulkiller stack. The prototype is not a separate “immortality chip” invented from nowhere. It is another layer built from Arasaka's ability to create, preserve and manipulate engrams.
What Relic 2.0 is actually trying to solve
Relic 1.0 and Secure Your Soul already make stored personality constructs commercially useful. A construct can be preserved and accessed. The dead can, in a limited sense, remain available to the living.
That still leaves one problem unsolved: the construct does not have a living body of its own.
Relic 2.0 attacks that boundary. Hellman's prototype is designed to hold an enhanced personality construct capable of independent function and re-implantation into a new organic host-body.
The specification says the improved construct preserves most of the source subject's cognitive and virtualized motor functions. It also records measurable conformity instead of simply declaring the copy “perfect.” Emotional output is reported at about 75% conformity, while volition fluctuates around 80–90%.
One line in the report is especially revealing: the project is concerned with matrix coherence, not whether an observer thinks the construct feels authentic.
That is a very Arasaka distinction. The engineering target is a stable, functioning construct. The philosophical question of whether that construct is still the original person is outside the acceptance criteria.
The biological layer
The prototype specification points to experimental physical mechanisms beneath the software layer: polyglycol structures, synthetic granule neuron replicators and pseudomatrices.
In other words, Relic 2.0 is not merely a storage device carrying a personality file. It is intended to alter the biological environment around it so that the engram can root itself into the host's neural substrate.
The activation condition is equally important. The intended host is supposed to have undergone a complete and irreversible shutdown of neural activity. The specification calls out brain death and cardiac arrest as the required precondition.
The construct is meant to begin from a neurally inactive host and take control of the biological system as it comes online.
The tests were still failing
The Relic 2.0 report is not a victory announcement.
Clinical trials had not achieved complete activation. Subjects who were merely close to biological death failed to trigger the prototype's basic function. Even in cases where the required death state was reached, the chip could show promising initial activity and then lapse.
Hellman's own document frames identifying that failure as the next step toward a breakthrough.
This is why V is so important to him.
V is not a normal success case. V is a catastrophic edge case: a prototype designed around a dead host activates after V is shot, yet V's body does not settle into the clean re-instantiation sequence the project expected. Instead, Johnny Silverhand's engram progressively rewrites the neural environment while V remains conscious and alive enough to experience it.
What Hellman tells V
When V finally gets Hellman alone, he treats the situation as both a medical disaster and an unprecedented technical event.
He explains that the process is not best understood as Johnny suddenly “possessing” V. The takeover is gradual. The chip is rewriting the host environment around the engram, and the two identities are becoming increasingly difficult to separate.
Hellman's initial medical conclusion is bleak. He does not have a clean reversal procedure waiting in a lab. His suggestion of hospice care reflects how far V's condition has moved beyond the prototype's intended test envelope.
He can, however, provide something almost as important to the story: the blueprints.
Those technical files give V and anyone trying to help them a description of what the chip was built to do, even if they do not provide a guaranteed way to undo it.
Why Kang Tao wanted him
Hellman's attempted move to Kang Tao shows how valuable the project knowledge is outside Arasaka.
He begins negotiating with the rival corporation and is moved under Kang Tao protection. For a corporation building high-end weapons and cybertechnology, acquiring the engineer behind Relic—and the technical material he carries—would mean buying years of Arasaka research in a single extraction.
That extraction fails when V and Panam Palmer force down the Kang Tao AV in the Badlands and pursue the convoy. Hellman becomes one of the rare pieces of Arasaka's internal Relic programme that V can interrogate directly.
Hellman's place in the Soulkiller chain
